Upon Governor Beverly Perdue’s declaration of a State Of Emergency on September 1, 2010 Dove Hunters, Concealed Carry Handgun Licensees, Target Shooters and all other gunowners cannot possess, transport or use firearms off their personal property as per N.C. Gen. Stat. § 14-288.7

First, that really is a shame. I imagine being fully armed and loaded is a great way to get unobstructed access to marine-grade plywood and roof tarps at the local Home Depot during a pre-hurricane frenzy.
Second, according to the link you provided, this may not be the most current version of the statute. Perhaps there is now a special exemption for dove hunting during state-declared emergencies.
I would be happy to see any updated Statute you can provide. Carving out an “exception” for Dove Hunting or CCH or anything else does not really solve the problem.
As for marine-grade plywood and tarps, most people who are “fully armed and loaded” would already have their emergency supplies stockpiled-in some cases years in advance-especially if they knew they lived in a natural disaster zone.
They would certainly be unlikely to get into a brawl with panicked last minute zombies with or without weapons.

The law is overbroad if it effects activities involving firearms all over the state instead of just in the area of the SOE.
As for the SOE…if they are going to order people from their homes the people should be allowed to transport any personal property, including firearms, out of the effected area.
These government types just hate the serfs being armed.
The law is UnConstitutional at best and downright demonic at worst.

It’s not so bad for guys like me. They rape the women first.
Geez, can we all play nice? As stated above, the tactically aware are unlikely to be running around at the last minute in a known disaster zone.

So, since I’m in VA right now does this mean I can’t drive back home into NC like I had intended to without breaking the law until she lifts the state of emergency?
It is anybody’s guess. The Divine Right Of Kings has been replaced by the Divine Right of The Authorities. If they say a thing is so, it is so –the text of the law be damned.
